In November 2023, ATscale introduced a new country approach that is demand-based and bottom-up. The approach consists of two phases, Expression of Interest (EOI) and Call for Proposals (CFP). Having implemented this approach for the joint vision and hearing programme for school-aged children, feedback on both phases of the process was gathered from various stakeholders and collated into lessons learnt to improve future projects.

This position paper outlines eight strategic recommendations for ATscale, including establishing prepositioned stocks, developing emergency preparedness and recovery guides, and advocating for assistive technology integration into humanitarian responses. 

The guidance will support countries to deliver joint vision and hearing screening for school-aged children. This guidance encompasses several key areas, including targets, evidence-based screening tests, referral criteria, human resource requirements, and various service delivery approaches.
