Pascal Bijleveld, CEO

Pascal Bijleveld joined ATscale as its first CEO in November 2021.

Pascal brings to this partnership 20 years of leadership experience in global public health at country, regional and global levels. He has straddled the private and public sectors, embracing market-shaping strategies linked to deep systems transformations. 

Most recently, Pascal was the Director of Country Support at Gavi, the Vaccine Alliance. He led Gavi's largest team, responsible for country investments to drive greater coverage and equity in access to vaccines. In 2020/2021, Pascal also directed the Covid-19 vaccine delivery efforts across all Gavi-eligible countries under the auspices of the Covax Facility. 

From 2013 to 2017, he led the Reproductive, Maternal, Newborn and Child Health Strategy and Coordination Team, a multi-agency team hosted by UNICEF in New York. This team successfully managed a US$250 million trust fund used to support countries accelerate progress in reducing maternal and child mortality by making life-saving commodities more accessible through innovative market-shaping approaches. In this role, Pascal also co-led with the World Bank, the business development team that established the Global Financing Facility.

Before moving to New York, Pascal spent several years in Africa with the Clinton Health Access Initiative as Country Director in Rwanda; Regional Director for West & Central Africa based out of Ghana; and as Executive Vice-President for health systems strengthening work, focusing in particular on health financing, based out of Kenya.

From 2003 to 2007, he worked for the World Health Organization in Geneva as advisor to the Assistant Director General for General Management and acting Director General.

As a management consultant with McKinsey & Co., from 2000 to 2003, Pascal spent a year helping launch the Global Fund to Fight AIDS, TB and Malaria. 

Pascal holds a master’s degree in International Relations from the London School of Economics and Political Science.

Barbara Goedde, Strategy &  Coordination Advisor

Before joining ATscale in 2019, Barbara was Policy Advisor at the Global Commission on Drug Policy, working for a group of 24 political leaders, cultural figures, and globally influential personalities including 12 former Heads of States and four Nobel Prize laureates.

Previously she worked for the Kofi Annan Foundation, providing expert input to former UN Secretary-General Kofi Annan, and high-level partners on drug policy; truth, justice and reconciliation. She started her international career with the United Nations Development Programme (UNDP) in the area of crisis prevention and recovery.

Barbara studied in Germany and Chile and holds a Master’s in Political Science, Modern History, and Intercultural Communications.

Eduardo Sanchez Mera, Programme Support Specialist

Eduardo brings a wealth of experience in programme management and operations in the United Nations, including for hosted entities such as ATscale.

Before moving to Geneva, Eduardo supported the UN Environment Climate and Clean Air Coalition and the Green Climate Fund readiness and preparatory support grants programme at UNOPS Copenhagen.

Eduardo has worked in his home country (Argentina) in Academia, NGOs, and government projects.

Eduardo holds an MSc in Governance and Development from the University of Antwerp (Belgium) and a Bachelors in Business Administration from University of Cordoba (Argentina).

Dr. Satish Mishra, Head of Global Programme and Markets

Satish has 25 years of experience on assistive technology, rehabilitation and disability inclusion in global public health at country, regional and global levels.  

Most recently, Satish was the Regional Technical Lead for the Disability, Assistive Technology, Rehabilitation, Palliative and Long-Term Care unit at the WHO Regional Office for Europe. 

Satish is an Occupational therapist by training with a Diploma in Business Management from India, along with a Master’s in Public Health and Doctorate of Public Health from the United Kingdom. Satish has worked to increase access to health care; strengthen rehabilitation services and improve access to assistive products for people with disabilities, older people, people with noncommunicable diseases, and people with various other health conditions. He has worked in over seventy countries.  Satish has authored several publications.

Dr. Anil Kashyab, Policy, Ecosystem and Country Support Specialist

Anil is a public health specialist who brings more than 12 years of advisory and implementation experience in health system strengthening in Asia and Africa.

Before joining ATscale, Anil worked for CHAI, Deloitte, IQVIA (IMS), the Ministry of Health - Govt of India, and as a Medical Officer. He has worked extensively to shape health system policies, develop strategies, and design large-scale public health interventions spanning RMNCH, NCDs, and Assistive Technology. Anil played an instrumental role in developing ATA-C, AT Policy, AT Strategy, and the Assistive Product List (APL) in Sierra Leone (West Africa) and setting up quality standards for public health facilities in India.

Anil has co-authored several technical guidelines for national public health programmes and holds a Master’s in Health Administration (Public Health) from Tata Institute of Social Science, Mumbai, India.

Ceridwen Johnson, Advocacy and Communications Specialist

Ceridwen brings 20 years’ experience in strategic advocacy, communications, and capacity building for a range of partnerships and networks, predominantly but not exclusively, focused on issues of water, sanitation and hygiene (WASH).  She has worked collaboratively with stakeholders from community to national, regional to global levels and has worked with governments, inter-governmental and multi-stakeholder organizations, civil society organizations, and the private sector.  

Before joining ATscale, Ceridwen was Focal Point for Environment, Climate Change and Health in the Department of Communications at the World Health Organization, where she was responsible for coordinating communications for all of the key report and campaign launches as well as strategic and political initiatives for the department.

Ceridwen holds an MSc in Development Studies from the School of Oriental and African Studies (SOAS), London, and an MA in Modern Languages from the University of Glasgow, UK.

Elaine Zameck, Partnership Development Specialist

Elaine brings to ATscale over 20 years’ experience in cross-sector marketing and partnership engagement. With extensive private -sector experience, Elaine has direct expertise in product marketing, distribution, and market development across organizations, from international corporations, to SMEs, and start-ups.  Over the last seven years, Elaine worked on social, nonprofit initiatives in education, health innovation and advocating for women and girl’s empowerment.

Prior to joining ATscale, Elaine worked with the Health Innovation and Investment Exchange, using NFTs to raise capital for investing in women-led organizations dedicated to health initiatives across African.   Before this, she co-founded and managed a nonprofit communications agency in Geneva.

Elaine is finalizing her Master’s degree in Nonprofit Leadership and Management from Arizona State University, and holds a BComm degree in Marketing from McGill University, Canada.

Mujib Ahmad, Grants and Contracts Analyst

Prior to joining ATscale, Mujib worked with the United Nations Mine Action Services (UNMAS) in Afghanistan as Programme Management Officer, overseeing management and implementation of mine action projects.

He brings a wealth of experience in grant management.

Mujib holds a bachelor's degree in International Business Management from Pune University (India) and is currently pursuing his master’s degree in Business Management with the University of East London through UNICAF.

 

Henri Bonnin, Senior Programme Manager

Henri is an occupational therapist with more than 20 years of professional experience, including 13 years in humanitarian contexts.

Before joining ATscale, he worked in his home country (France) for health and social services dedicated to persons with various types of impairment (physical, sensorial, intellectual) and specialized in home adaptation and assistive technology related to daily living activities.

He began his humanitarian career in 2010 after the earthquake in Haïti, and has since worked in different regions of the world (Africa, Middle East, Pacific). He specializes in assistance to persons with injuries and disabilities affected by natural disasters and/or armed conflicts. In 2019, he joined the United Nations Mine Action Service to develop and support assistance programmes for victims of explosive ordnance.

Henri holds a degree in occupational therapy and a professional designation as analyst in international strategy from the French Institute for International and Strategic Affairs in Paris (IRIS).


Rebecca Hundevad, Intern

Prior to joining ATscale, Rebecca completed an internship in the Language Services Support Section at the IAEA, the United Nations nuclear watchdog, based in Vienna.

Before this, she worked as an intern in Digital Inclusion at the International Telecommunication Union, focusing on ICT accessibility for persons with disabilities and older persons.

Rebecca has also worked as a language assistant and tutor, working in schools in France and England, as well as for an online private language school. She has also completed an internship in digital marketing and translation at a leading real estate agency in Paris.

Rebecca holds a Master’s degree in Translation and Professional Language Skills in French and Italian from the University of Bath, and a Bachelor’s degree in Modern Languages from the University of Exeter, UK.

 

Ranjavati Banerji, Senior Programme Manager

Before joining ATscale, Ranjavati worked at the Office of the Executive Director at The Global Fund to Fight AIDS, TB and Malaria, where she supported with implementation of the new Global Fund Strategy, COVID19 response mechanism, and several strategic projects. As a Programme Officer in UNICEF, she worked on advocating for and designing gender-responsive programmes for school children with disabilities.

Ranjavati has over 10 years of experience in global health and has been fortunate to work in both the private sector and international organizations, including in Gavi, UNICEF, World Bank and the Boston Consulting Group. She has functional expertise across areas of strategy development, programme design and implementation and monitoring and evaluations and has also worked across countries in Sub-Saharan Africa, South Asia and Eastern Europe.

Ranjavati has a Master’s in Public Administration from Harvard Kennedy School and MPhil in Economics from University of Cambridge.

Aurelie Rigaud, Monitoring, Evaluation and Learning Specialist

Aurelie brings 10 years of experience in impact evaluation, data analysis, household surveys and capacity building. Before joining ATscale, she collaborated with several Cuban ministries to appraise programmes financed by Franco-Cuban Funds. With the World Bank and Innovations for Poverty Action (IPA) Aurelie has coordinated impact evaluation of projects in agriculture, education and microfinance in West Africa.

More recently, she has worked with UNHCR to support the implementation of Results Monitoring Surveys (RMS) and with Education Cannot Wait (ECW), collaborating with UN agencies and INGOs to design monitoring and evaluation tools. In previous positions, Aurelie has played a key role in designing data quality assurance plans and in strengthening information management systems for better informed decision-making.

Aurelie holds a master’s degree in economics and development from Paris Dauphine University, France.

Kinley Wangmo, Senior Programme Manager

Kinley brings over 12 years of valuable programme management and implementation expertise, cultivated in the challenging context of a low-income country.

Prior to joining ATScale, she worked for the government in Bhutan, where she managed various public health programmes. She also played a pivotal role in developing Bhutan's National Priority Assistive Products List (APL). Through her efforts, Bhutan became one of the first countries to adopt the APL list and incorporate it into the national health system's essential equipment list. Additionally, Kinley spearheaded the rATA survey in Bhutan, the data from which contributed to the first-ever GReAT report.

Most recently, Kinley has worked as an international consultant for Timor-Leste and Bangladesh, supporting the development of the APL list and national action plans.

Kinley holds a post-graduate diploma in Public Administration from the Royal Institute of Management in Bhutan and a Master's degree in Development Studies from the University of Melbourne in Australia.

Leah Sakura, Programme management - Senior Assistant

Leah is trained in finance, administration and project management, with 13 years of experience in these fields as well as in operations. She holds a Bachelor’s degree in Commerce, Prince 2 practitioner and is currently pursuing MBA in project management.

Before joining ATscale, she spent seven years working with the United Nations Mine Action Service in Somalia as an operations analyst where she was tasked with coordination and administration, representation, implementation and reporting of UNMAS support to partners at the regional level.

Prior to joining UNMAS, she was with the cooperative section of the Central Bank of Kenya as an administration and operations officer where, among other functions, she maintained effective administrative systems, database management and controlled administrative budgets.

Tabitha Icuga Topp, Communications Specialist

Tabitha Icuga Topp brings over a decade of strategic communications experience working for several United Nations agencies including the United Nations Environment Programme, the United Nations Children's Fund, the Food and Agriculture Organization of the United Nations, and nine years with UN Women in both Kenya and Nigeria.

Tabitha has a passion for storytelling that leads to meaningful and transformational impact in communities, especially the vulnerable, leaving no one behind. Throughout her career, Tabitha has focused on leveraging communications to promote positive social change and advance development objectives. She has a strong background designing and implementing advocacy and communications strategies for various stakeholders.

Tabitha holds a bachelor’s degree in communications and a master’s degree in strategic management from Kenya.
