Our progress is based on collaboration – with governments, organizations of persons with disabilities, civil society, the private sector and multilateral organizations. ATscale’s Secretariat supports this work, guided by our strategy, by achieving results through annual operational plans and a strong, transparent governance model.
The 2024-2027 Strategy represents the beginning of the scale-up phase, in which ATscale is poised to expand its country and global footprint to make a wider and deeper impact over the next two years and beyond.

ATscale´s Theory of Change and Strategic Framework
ATscale’s approach is set out in an updated theory of change. The founding vision remains the same: To enable a lifetime of potential where every person can access and afford the life-changing assistive technology they need. This vision is fundamental to achieving the SDGs, which stretch across education, health, productive work and beyond.
Equally, the goal of reaching 500 million more people with the life-changing assistive technology they need by 2030 remains unchanged.
To contribute to this goal and vision, ATscale’swork is guided by three mutually reinforcing strategic pillars:
ATscale is working with over 20 countries to strengthen assistive technology policies, systems, services and financing
ATscale supports the development of global tooks and resources to support countires to make progress. This includes fostering healthy markets that delivery reliable supplies of quality, affordable products.
ATscale catalyses political will, builds public awarness and raises overall resources for assistive technology.
To achieve these ambitious aims, ATscale brings together partners to apply a broad set of capabilities and functions to address the complex challenges of access to assistive technology.
As ATscale convenes partners globally and nationally, and engages assistive technology users, it uses six levers to create collective approaches that advance the three pillars of the strategy. The levers are:
