Scaling up access to assistive products in health and social protection systems

Objectives of the programme: To strengthen assistive technology systems, enhance assistive technology provision within primary health care (PHC), and expand the range of available assistive products beyond mobility and self-care to encompass vision, hearing, communication and cognitive aids, ensuring all individuals requiring assistive technology can access their needs locally and regionally.

Programme results:
| Following extensive consensus-building, the Cabinet of Ministers adopted Decree #500, broadening the list from 57 to a comprehensive 130 items. | |
| The national AT budget grew from 13 million AZN in 2022 (about 7.6 million USD) to an estimated 17 million AZN (around 10 million USD) in 2024. Simultaneously, the government covers 100% of the initial costs for wheelchairs, eyeglasses, and hearing aids for registered persons with disabilities. | |
Azerbaijan is strengthening its AT workforce through national workshops, inter-country learning exchanges, and by rolling out WHO’s Training in Assistive Products (TAP) for the health workforce at these PHCs for AT-strengthened service delivery. |
