Removing financial barriers to AT access

ATscale is working to strengthen evidence on sustainable AT financing options, approaches and models and make this available for countries.

Enhanced, predictable financing is crucial for accelerating AT access. Making progress will require new approaches at two levels. At the country-level, AT financing policies and frameworks, such as revenue mobilization, expansion of insurance benefit packages, strategic purchasing and integration of donated products, need to be strengthened. This is supported through ATscale country programmes. These efforts can be enhanced and accelerated by global work to generate and make available the best evidence on approaches that work. ATscale therefore works with partners to undertake a comprehensive review of evidence and develop guidance for policymakers around effective options.

Increase country investment for AT
ATscale is supporting the pilot of the Assistive Technology Capacity Assessment (ATA-C) ) developed by WHO, which has been expanded in partnership with the United Nations Interagency Task Force on the Prevention and Control of Non-Communicable Diseases, based on ATscale’s investment case methodology. The objective is to provide national policymakers with robust tools to prioritize and shape public health financing measures aimed at increasing access to AT.

Global Case for Investing in Assistive Technology
In this report, ATscale describes the enormous gains that access to assistive technology (AT) can have in health, for the community and the economy. The figures are dramatic: investment in the provision of four assistive products - hearing aids, prostheses, eyeglasses, and wheelchairs - will result in a return on investment of 9:1. The case is used as an advocacy and fundraising tool.
